Addressing the wicked problem of water resource management: An ecosystem services approach AgEcon

This paper develops a systematic assessment of the sustainability of ecosystem services provided by rivers impacted by water storage projects. Given the conflicting preferences amongst stakeholders and the incomplete, uncertain and contradictory understanding about river ecology it is recognized that managing water resources sustainably is a wicked problem. In order to address this wicked problem, the methods of multi-criteria analysis and graph analysis are applied, in accordance with integrated water resource management, to assess the potential of investing in water storage projects and explore for sustainable solutions through the construction of an ecosystem services index.

This paper focuses on an empirical application of the travel cost method, to estimate the recreational use value of Bellenden Ker National Park, part of the Wet tropics World Heritage Area Queensland, Australia. Walking appears to be one of the main activities associated with recreational experiences in the region. Substantial socio-economic as well as environmental benefits are expected to be gained if the areas was to be developed further, with regard to walking tracks, provided that this would be done in an environmentally sustainable way. Developments in knowledge concerning the toxicology and occurrence of dietary arsenic suggest that levels of exposure in some groups of the population within the EU are a cause for concern. This applies also in the case of individual Member States where local regulatory limits exist. The situation is such that some foods on the market are already the subject of consumer advice provided by government agencies. In the light of these considerations, some have suggested that Member States’ legislation concerning arsenic in foods should be modified and harmonised to reflect such developments.
